Issues and Advocacy

Individuals with Disabilities Education Act (IDEA) -

NAPSO has been deeply involved in efforts to influence the reauthorization of IDEA, the development of regulations for IDEA 2004, and ongoing efforts to improve implementation of IDEA and the provision of related services.

Many NAPSO organizations have their own issues and recommendations, as well as summary information. We encourage you to visit their respective websites for more information on these specific issues.

At the beginning of this latest reauthorization process, NASPO developed and offered to Congress and the Administration the following IDEA Principles.

As Congress was finalizing reauthorization efforts, NAPSO submitted it Final IDEA Conference Recommendations and Concerns.

NAPSO has also submitted its Comments and Regulatory Recommendations for IDEA 2004.

On June 21, 2005, The Department of Education published proposed regulations (NPRM) in the Federal Register.

On July 12, 2005, NAPSO presented its Comments on Proposed Regulations at a public hearing in Washington, D.C.

On August 16, 2005, NAPSO submitted comments to the Department of Education or the priorities of the Institute of Education Sciences (IES).

On September 6, 2005, NAPSO sent it's comments to the Department of Education on the proposed IDEA regulations (NPRM).

NAPSO will continue work with the department throughout the IDEA 2004 regulatory and implementation efforts in hopes to improve services to all children.
